Nancy Pelosi made this assertion following the Solar Technology Roadmap Act being passed.
The bill which received 310 votes in favour against 106 aims to strengthen the industry in America through coordinating public-private partnerships with research and development programmes.
Ms Pelosi said the new regulation will lay down the foundation for a future of sustainable energy.
"This bill helps improve the performance and reliability of solar technology and invests in critical research and development initiatives that will redefine how we power our homes and offices," she stated.
In conclusion, the speaker noted the vote marks an important step forward for the country's environment and economy.
Under the Solar Technology Roadmap Act, the Department of Energy is authorised to conduct at least ten photovoltaic demonstration projects.
These must be between one and three megawatts in size, with three to five projects greater than 30 megawatts.
